No velcro or inner bag as others have pointed out, but bag is super heavy duty with massive stitching and nylon webbing everywhere. I used 2.5gal and1gal freezer bags filled with pea grave as inner bags. 15# in the large bag goes in first, and then as many as four 5# bags, allowing for 35# max weight. l use them daily and drop them a lot and I’ve had no issues with seams splitting or any leakage of contents. You can get weight up to 50# by removing one of the 1gal bags of gravel and replacing with some small plate weights(5# each).
